Pro-poor is wasting billions

It's a common knowledge that Villar is spending billions to promote himself as pro-poor but this does not only confuses me, it also makes me feel so dumb. In my opinion, this is obviously more of his own personal desire to win the presidency and he's doing it at all costs. To think that it's for the desire to serve the poor is stupid. If his only intention is to serve the poor, then for crying out loud, the billions would have been a great start-up funds, don't you think? What do you think the first thing he'll do once he becomes president? I'm afraid to know.
