Missing suspect in Ninoy Aquino' slay to be pursued, why only now?

I don't get it? Didn't they know about this person before? It's good that they are pursuing this man who is believed to be the key in identifying the mastermind in the murder of Benigno "Ninoy" Aguino, but why only now? How come not even one person in our justice or court system thought of searching this person from the beginning? Perhaps corruption first before duty? Ano ba naman yan!
